At a time when small business is finding the going tough anyway, a raft of Federal legislation at the end of 2011 will add to costs and restrict flexibility in a number of areas. That's the view of small business advocate Ken Phillips, executive director of Independent Contractors of Australia, who says the government is listening to its trade union supporters on a variety of issues, and not to those who keep the economy ticking over. He cites side-effects of the mining tax and plain packaging for cigarettes as ways in which small business will be disadvantaged, and questions the broad scope of the crackdown on sham contracting.
