Professor Neville Norman of Melbourne University forecasts a recovery in the economy and business conditions before the end of 2009, after a tough start to the year. He says interest rates will probably fall further before starting to rise again late in the year, or early in 2010. He expects a small deficit in the Australian Federal Budget in 2008-09, with a return to a modest surplus in 2009-10.
